About the Community Safety Partnership
The Community Safety Partnership (CSP) involves various agencies working together to reduce crime and disorder within the Borough. The partnership evolved following the Crime and Disorder Act 1998 which stipulates that local authorities and the police services should be jointly responsible for the formulation and implementation of a strategy to reduce crime and disorder in the local authority area, in co-operation with other local statutory bodies.
The Community Safety Partnership within the Borough of Richmond upon Thames consists of:
- London Borough of Richmond upon Thames
- London Fire Brigade
- Metropolitan Police, Richmond upon Thames Borough
- Community and Police Partnership (CPP)
- Richmond Council for Voluntary Services
- Richmond Housing Partnership (RHP)
- Richmond Magistrates Court
- Richmond and Twickenham Primary Care Trust
- The Ethnic Minority Advocacy Group (EMAG)
- The Probation Service
- Youth Offending Team (YOT)
and other organisations.
Our objectives
The Partnership aims to keep Richmond as London's safest borough (defined as having the lowest number of crimes per 1000 population). This is set out in the Community Plan and the Local Area Agreement (LAA).
Partnership principles
The partners have adopted the following principles in their approach to community safety and the reduction of crime and disorder:
- Fair and equal access to services and support irrespective of race, religion, sex, age, sexual orientation or disability.
- Maintenance of the rule of law in the interests of those who live, travel through, work, visit and invest in the Borough.
- Crime and fear of crime can be most effectively reduced by the statutory, voluntary and private sectors working in partnership with the wider community.
- Responsible and accountable use of technology to gather evidence and intelligence and to respect the privacy of individuals.
- The partnership has an absolute responsibility to make use of information legally, responsibly and with integrity at all times.
- Crime prevented is always better than crime detected.
Partnership funding
Our activities are funded by partner organisations, either by cash budgets or via in kind resources eg; a police officer seconded to the Community Safety Partnership Team.
