The most common concerns raised regarding road safety are:
Traffic speed and traffic volume
The borough has an ongoing local safety scheme programme prioritised on the number of personal injury accidents along a length of road. The roads with the highest number of accidents will be considered for traffic calming measures. Other roads where concerns are raised will be assessed individually by undertaking speed and volume surveys and assessing accident levels. In some cases, consideration may be given to low cost remedial measures such as improved signage or lining. Where the survey results provide justification for speed reducing measures, consideration will be given to seeking funding from Transport for London, this is likely to be considered as part of an ‘area study’ to ensure that the traffic problem is simply not displaced to the next adjacent road.
Road traffic accidents
The borough holds information relating to personal injury accidents. This information is considered when assessing a road for traffic calming or when considering an area study.
Traffic congestion
The borough is actively working to reduce traffic congestion on the highway network by encouraging alternative modes of transport; public transport, cycling and walking. Where concerns are raised regarding specific locations, officers will review and consider changes if feasible.
School safety issues
The borough has an active School Travel Plan programme with one of the key aims being to improve safety outside of school entrances. Individual concerns will be investigated on an ad-hoc basis.
Pedestrian crossing issues
Funding is sought from Transport for London (TfL) for improved crossing facilities across the borough. Individual requests will be considered by officers, however, there must be significant justification in terms of pedestrian crossing movements prior to seeking funding. Concerns regarding existing signals at crossings will be investigated on site and discussed with signal engineers at TfL who are responsible for the management and maintenance of all signals across London.
Traffic signals
If you wish to report faulty traffic signals please telephone the Transport for London (TfL) fault control centre on 020 7126 2345. TfL manage all signal installations across London and are responsible for the maintenance of all signal equipment.
Cycling in the borough
Concerns regarding cycling in the borough should be directed to the Borough Cycling Officer at highwaysandtransport@richmond.gov.uk .
Speed limits
Speed is a significant factor in about one third of road accidents in the United Kingdom. This is particularly so in urban areas, where speeding vehicles can adversely affect the quality of life of many communities.
How do I set about getting a speed limit lowered, raised or extended?
If you would like a speed limit to be lowered, raised or extended, please contact the Transport Planning Team. Your request will then be assessed. The police view on a change to a speed limit is important and will be sought. Account should also be taken of the characteristics of the road, such as its alignment, the level of activity alongside the road, the accident record and the degree of severance caused to a community by the speed of vehicles.
