West London Waste Plan
Six West London boroughs (Brent, Ealing, Harrow, Hounslow, Hillingdon and Richmond upon Thames) and The Old Oak and Park Royal Development Corporation have jointly prepared the West London Waste Plan. The Plan sets out a strategy for the sustainable management of waste produced in the area over the period up to 2031.

The Secretary of State appointed Andrew Freeman as an independent inspector, to conduct an examination to determine whether the Waste Plan was sound. The examination hearing took place between 7 and 10 October 2014. Following the end of the public hearing, the West London boroughs published a number of main modifications for public consultation. This consultation period ran from 7 November to 19 December 2014. In his final report The Inspector concluded that subject to certain modifications being followed, the Plan is legally compliant and sound. Having finalised the Plan each of the authorities have sought authorisation through Full Council to adopt it. The Plan is now formally adopted as of 30 July 2015.

Publication of the Inspector’s Report
The Inspector has considered the representations made on the Main Modifications to the West London Waste Plan and issued a report on 16 March 2015. The report states that, subject to the inclusion of certain modifications, the Plan is legally compliant and sound.
Submission for Examination
The West London Boroughs submitted the Proposed Submission Plan to the Planning Inspectorate on 30 July 2014. The Secretary of State has appointed an independent Inspector, Andrew S Freeman BSc (Hons) DipTP DipEM FRTPI FCIHT MIEnvSc to conduct the examination to determine whether the plan is sound.
The Inspector held hearings on aspects of the WLWP between 7 October and 10 October 2014. This formed part of the Plan’s Public Examination.
During the hearings, the Inspector indicated that in order for the Plan to be sound the Boroughs should modify the Plan in a number of areas. Before issuing his report on the Plan’s soundness and legality, the Inspector considered comments on the Proposed Main Modifications, made between Friday 7 November and Friday 19 December 2014.
The Inspector also asked for views in relation to the publication of the Government’s latest “National Planning Policy for Waste” on 16 October 2014.
Consultation on Proposed Submission Plan
The consultation period on the proposed submission version took place from 28 February until 11 April 2014. It enabled representations to be made based on the Plan’s ‘legal compliance’ and ‘soundness’ before it was submitted to the Secretary of State for independent examination by a planning inspector.
Consultation on Proposed Sites and Policies Document
The consultation period for the West London Waste Plan Proposed Sites and Policies Document ended on 25 March 2011. A summary report on the consultation responses has been published.
Issues and Options Consultation
A series of public meetings were held across West London between October and December 2008 to discuss the issues. The full issues and options document has been published.
