Please Note: Despite relaxation of national restrictions as  July 19 2021, there are still special considerations and processing arrangements for events due to the COVID 19 pandemic. 

Special considerations and processing arrangements

All Event Organisers are required to prepare a COVID-19 Management Plan and Risk Assessment to demonstrate that they have taken reasonable precautions to limit the risk of transmission in accordance with government and industry guidance. Your management plan should identify which guidance source(s) you will follow in your event planning and delivery and should demonstrate how the various criteria will be met. A link to the primary GOV.UK guidance is provided below, but please be aware that other industry-specific guidance may be applicable, depending on the exact nature of your proposal (e.g., for funfairs, circuses, outdoor cinema, running events* etc).  You should check the relevant guidance sources regularly as there are likely to be further updates over the coming weeks and months.

Your plan and risk assessment

Your COVID-19 Management Plan and Risk Assessment should be submitted along with your supplementary information – the application will not be considered complete until we receive this. When we carry out the detailed checks on your COVID documents, we will consider the following areas which must be addressed in your plans as applicable: 

  1. Capacity and Visitor Management
  2. Social Distancing
  3. Hygiene & Sanitation 
  4. Performance
  5. Personal Protective Equipment (PPE) including Face Coverings
  6. Communications
  7. Vehicles, Transport & Deliveries 
  8. Medical Arrangements
  9. Vulnerable and High Risk 
  10. Testing, tracking & reporting
  11. Risk Assessment
  12. Licensing
  13. Insurance & Cancellation

Timescales for final approval / termination of applications and short notice cancellation

Please also be aware that we are currently experiencing delays in determining the ‘outcome’ of an application (approval or termination). Following the detailed checks carried out by Park Events, some applications will additionally be reviewed by the boroughs safety advisory group (SAG) which has limited capacity and will review events in date order, once a full application with the appropriate level of detail has been received (as determined by Park Events). The outcome of the application may be decided close to the event date, so organisers are advised to consider realistic cut-off times when they wish to withdraw or cancel their applications to avoid financial losses. Please also note that short notice cancellation may occur at any point e.g., response to changes in government guidance or local outbreaks.
