Ongoing monitoring
With regards to the roads currently excluded, we agreed to undertake a corridor study review of the A305 and A310, and monitor air quality before and after implementation of the 20mph.
Corridor studies
With regards to the roads currently excluded, we agreed to undertake a corridor study review of the A305 and A310. This work is ongoing and any speed reduction measures are planned for 2020. As part of this work and consultation process residents will be asked for views on reducing the speed limit to 20mph.
Monitoring
We have commissioned two phases of air quality monitoring at three locations, before and after the implementation of the 20mph scheme, to determine what effect a lower speed limit has. The phase one monitoring was carried out from December 2019 to May 2020 and aimed to establish baseline nitrogen dioxide (NO2) concentrations before the introduction of the 20mph scheme, with the second phase taking place from January 2021 to April 2021 to determine concentrations once the scheme was in place. The monitoring methodology, results and conclusions are given in the independent report: Richmond air quality monitoring of borough-wide 20mph speed limit (pdf, 1.2 MB).
In 2018, 170 traffic speed and volume surveys were undertaken. These surveys will be repeated to determine the effect of the 20mph speed limit.
