We have been reviewing parking in Teddington in response to residents' feedback.

Background

This review was commissioned after consideration of requests and comments received from residents for an increase in the operational hours of the existing Teddington Controlled Parking Zone and requests from residents outside the zone requesting a CPZ.

As part of the review we have consulted with affected residents and businesses and parking beat surveys have been undertaken, the latter to gain an idea of the parking conditions in these areas.

1st stage consultation – July 2015

We undertook a ('1st stage') consultation with residents and businesses of this area to:

  1. Review the operational hours of the existing Zone T Controlled Parking Zone (CPZ), and;
  2. Seek feedback from residents and businesses of all uncontrolled streets in the Teddington area on whether they would wish to see a new CPZ / CPZ Extension implemented.

1. Existing Zone T – Review of Operational Hours (Monday to Friday 8.30am to 10.30am).

  • 20 roads (or parts or roads) consulted, 848 properties
  • 364 (43%) respondents
  • 147 (17%) in favour of increasing the hours
  • 182 (21%) against increasing the hours
  • 35 (4%) neutral / no view

None of the roads within the zone showed over 51% of households in favour of increasing the hours of operation.  In some roads, there is some support for increased hours.  These are Bridgeman Road (44%), Cedar Road (46%), and Christchurch Avenue (46%).

2. Outside Zone T – New CPZ / CPZ Extension consultation

  • 72 roads (or parts of roads) consulted, 3132 properties
  • 1223 (39%) respondents
  • 572 (18%) in favour of a CPZ
  • 592 (19%) against a CPZ
  • 59 (2%) neutral / no view

Two of the roads showed adequate support for a CPZ (over 51% of households) – in Arlington Road and St Mary’s Avenue.  In some roads, there is some support for a CPZ particularly in Claremont Road (47%), Teddington Park (46 %) and Walpole Crescent (46%).

All percentages figures quoted above are derived from the number of households as per the Council’s policy on these consultations.

Decision

Overall the results of the consultations for both within Zone T and outside the zone did not show sufficient support. Therefore, the Council does not intend to make any changes to the CPZ or to implement any new CPZs in Teddington at this time.

However, following this, petitions requesting a CPZ were received from residents of Arlington Road, Claremont Road, Teddington Park, Teddington Park Road and Cambridge Road. A petition was also received from residents of Waldegrave Road, within the existing CPZ, requesting an increase in the operational hours of the CPZ. After considering these petitions, the Council decided to undertake a 2nd stage consultation.

2nd stage consultation – May 2016

This consultation was in three parts:

  1. Formally propose a new CPZ, the North Teddington CPZ, Zone T1, in Arlington Road, Chatsworth Place, Claremont Road, Teddington Park, Teddington Park Road and Cambridge Road (part) to operate 10am to 4.30pm, Monday to Friday, and
  2. Consultation with a number of streets outside the proposed CPZ area to see if they would wish to be included in the proposed CPZ, and;
  3. Consultation with residents of Waldegrave Road, within the existing CPZ on whether they would wish to have the operational hours of this CPZ increased.

The closing date for this consultation was Friday 17 June 2016.

Results

1. Proposed new CPZ Zone T1 consultation (yellow shaded area within consultation boundary)

  • 344 properties consulted
  • 264 (76%) respondents
  • 226 (66%) in favour of the new CPZ
  • 32 (9%) against the new CPZ
  • 5 (2%) neutral/no view
  • 1 (0%) no response

2. Area outside proposed new CPZ – Possible additional roads (green area within consultation boundary)

  • 975 properties consulted
  • 447 (46%) respondents
  • 195 (20%) in favour of being included in the new CPZ
  • 235 (24%) against being included in the new CPZ
  • 16 (2%) neutral/no view
  • 1 (0%) no response

3. Waldegrave Road (within existing Zone T CPZ – consultation on increasing the hours of operation)

  • 46 properties consulted
  • 29 (63%) respondents
  • 27 (59%) in favour of being included in the new CPZ
  • 2 (4%) against being included in the new CPZ
  • 0 (0%) neutral/no view
  • 0 (0%) no response

Decision

The results showed:

  • Sufficient support (over 50% of the total households within the proposed CPZ boundary) to progress with implementing the new CPZ with the preferred choice of hours being Monday to Friday 10am to 4.30pm.
  • Insufficient support to include any additional roads in the new CPZ
  • Sufficient support (over 50% of the total households) to extend the hours of the CPZ.  The preferred choice of hours were Monday to Friday 10am to 4.30pm.

During the consultation, the Council received petitions from Teddington Park Road (between Cambridge Road and Strawberry Vale), Chatsworth Place and Woodville Close.  These petitions indicated that over 50% of the total households in these roads requested inclusion in the CPZ.

Taking the above into account, the decision was made to formally advertise (traffic management orders) to:

  • Formally propose a new CPZ, the North Teddington CPZ, Zone T, in Arlington Road, Chatsworth Place, Claremont Road, Teddington Park, Teddington Park Road and Cambridge Road (part) to operate 10am to 4.30pm, Monday to Friday, and;
  • Increase the operation hours of existing Zone T in Waldegrave Road to Monday to Friday 10am to 4.30pm

Formal consultation

The proposals were formally advertised (Traffic Management Orders) on 21 October 2016 to:

  • Representations, either in favour or against the proposals, were invited by Friday 11 November 2016.

Decision

All representations to the proposals were considered by the Cabinet Member.

The Cabinet Member approved:

  • The implementation of a new Controlled Parking Zone (Zone T1) in Teddington operating 10am to 4.30pm, Monday to Friday, and;
  • The extension of the operational hours of the Teddington CPZ in Waldegrave Road so that it operates 10am to 4.30pm, Monday to Friday.

Implementation

The proposals came into operation on Monday 20 March 2017.

Review

The Council will review all new controls after six months of operation.  These reviews take into account all comments received including any requests (including petitions) to modify, extend or remove the controls.

Elleray Road, Teddington (Zone Z1)

The Council extended the hours of operation of this CPZ to 8.30am to 10pm, every day, on Monday 30 November 2015. Further changes may be considered to this CPZ during 2017/18.

Parking Beat Surveys undertaken in 2014

In addition to the consultation, we commissioned Sky High to carry out parking beat surveys, to assess the current levels of parking demand in the area. The surveys were completed in October and December 2014 and looked at existing Controlled Parking Zones (CPZ), Teddington (Zone T) and Elleray Road (Zone Z1), and also roads that do not currently have any parking controls.

What we surveyed

During the surveys we estimated the number of:

  • residents' vehicles parked;
  • all day commuters parked; and
  • short stay vehicles parked.

The estimates were made using our parking beat survey criteria(pdf, 480KB).
