Strawberry Hill CPZ
We commenced a review of parking in the Strawberry Hill area in 2017 in response to resident feedback.
The review was commissioned following the receipt of complaints from residents that they had difficulties finding a parking space near to their homes. These difficulties were attributed primarily to the parking of vehicles by non-residents (all day commuters and students attending St Mary’s University, Twickenham).
The consultation also took into account the decision by our Planning Committee to approve the new sports hall in 2008 at the University which reduced the number of parking spaces within the complex. Funding was provided by the University in accordance with the decision to undertake this study and implement a Controlled Parking Zone (CPZ) if agreed.
1st stage consultation – June/July 2017
As part of the review, we consulted affected residents and businesses within the blue boundary on the map below to see if there was support for a new Controlled Parking Zone to be introduced, and, if so, what days and hours it should operate. A number of roads in the Fulwell/Teddington areas were also included in this consultation following complaints received from residents concerning similar parking problems.
In addition, we asked residents in the South Twickenham CPZ (Zone E) and the Southfield Gardens CPZ (Zone Z4) to see if they wanted to see any changes made to these schemes.
Strawberry Hill Area results
The consultation closed on Friday 28 July 2017.
- 4628 properties consulted
- 1640 (35%) respondents
- 842 (18%) in favour of a CPZ
- 709 (15%) against a CPZ
- 82 (0%) neutral/no view
Closer analysis of the results show that there is majority support (over 50% of the total households) for a new CPZ in two areas within the consultation boundary:
- Area 1: Popes Avenue, Spencer Road, Grange Avenue, Preston Close, Wellesley Crescent, and Wellesley Road
- Area 2: Queen Annes Close and Stanley Road (between Hampton Road and South Road)
There was sufficient support in the following roads but as they did not adjoin other roads which met the Council’s criteria, they could not be included:
Clavering Close, Clifton Road, Clive Road, Grove Road and Hawkesley Close.
The preferred choice of operational hours across the area was two or four hour CPZ (10am to noon or 10am to 2pm, Monday to Friday) or 6.5 to 10 hour CPZ (10am to 4.30pm, 8.30am to 6.30pm, Monday to Saturday).
The decision was made to proceed to a second stage consultation for their preferred choice of operational times/days.
Residents living in the following roads were asked whether they would like to join the CPZ if they demonstrate sufficient support, although a final boundary will need to be agreed which may include some additional roads:
- Vicarage Road
- Walpole Rd (Twickenham)
- Walpole Gardens
- Shaftesbury Way
- The Green
- Hampton Road
- South Road
- Grove Road
2nd stage consultation – February 2018
The second stage consultation started the week commencing 19 February 2018. Residents living in the proposed CPZ areas 1 and 2 were asked whether they wanted to see the CPZs implemented and, if so, what hours and days it should operate.

The consultation closed on Monday 19 March 2018.
The Cabinet Member for Transport, Streetscene and Air Quality's decision to implement a new Controlled Parking Zone (CPZ) in Strawberry Hill was referred to the Council's Housing, Community Safety and the Environment Overview and Scrutiny Committee, which met on Tuesday 24 July 2018.
The Cabinet Member has considered all comments made in emails and during the meeting and has decided on the way forward in this matter. View the Cabinet Member's decision.
In September 2018 we consulted residents and local stakeholders including schools on the preliminary scheme design / the parking bay layout for the new Strawberry Hill CPZ (Zone SH) which is to be implemented, operating 10am to 4.30pm, Monday to Friday.
Thank you for your comments, which have been fully considered and have proven a useful aid in refining the design. The final designs for the whole area, one for Grange Avenue as well as a bay breakdown are now available to view:

The scheme will come into force on Monday 11 February 2019. You must ensure that you display a valid permit from this date. However, warning notices will be issued from Monday 11 February until Saturday 2 March.
From Monday 4 March 2019, Penalty Charge Notices will be issued.

Existing CPZs – Zone E and Zone Z4 results
The consultations closed on Friday 28 July 2017.
- Zone E: Of the 13 roads consulted, five opposed a time extension, six supported it and two had equal responses for and against. View results (MS Excel, 19 KB)
- Zone E: Both Waldegrave Gardens South and Waldegrave Road opposed any time change. View results (MS Excel, 14 KB)

The decision has been made not to make any changes to the current arrangements in these roads.
Parking beat surveys
Officers base their recommendations on their own observations of parking conditions in the area. As an additional source of information, parking beat surveys are often carried out by an external survey company. These are only expected to be a snapshot of the parking conditions to establish reasonable estimates of the numbers of vehicles parked belonging to residents, visitors and non-residents.
Parking beat surveys were carried out in the area in April 2018. Despite being estimates, some figures exceeded a reasonable margin of error and were raised with the external survey company. They have now been corrected.

Early stage review
We carried out a review to assess the effectiveness of this CPZ during its initial period of operation, including a look at the CPZ’s operational days/hours to ensure they were providing parking protection to the community. This review considered all comments received since the CPZ’s implementation and involved consultation with all properties within the zone. The review commenced late January 2020.
The consultation sought feedback from residents of existing Zones E and Z4 as part of a wider review of parking in the Teddington/Strawberry Hill areas - see attached drawing (pdf, 563 KB).
The consultation opened on Friday 24 January and ended on Friday 20 March 2020.
The consultation in the SH Zone was re-launched due to issues with the delivery.
The consultation opened on Friday 10 July and closed on Friday 7 August 2020.

The results indicate that most respondents prefer to retain the existing operational days / hours. However, a number of specific concerns were also raised. We will consider all feedback to this consultation along with all relevant traffic management and other highway factors, prior to a decision being made on the way forward.
