Support for those with no recourse to public funds (NRPF)

A person with no recourse to public funds is excluded from claiming benefits that are classed as ‘public funds’ due to their immigration status. They are unable to claim most welfare benefits such as income support, housing benefits and homelessness assistance, and a range of allowances and tax credits.

Who this applies to

According to Section 115(9) of the Immigration and Asylum Act 1999, people are 'subject to immigration control' if they have one of the following types of immigration status:

• Leave to enter or remain, which has a 'No Recourse to Public Funds' (NRPF) condition
• Leave to enter or remain that is subject to a maintenance undertaking
• Leave to enter or remain as a result of a pending immigration appeal
• No leave to enter or remain when they are required to have this

Someone who has permission to enter the UK or permission to remain in the UK for a specific period who is subject to the NRPF terms will have ‘no public funds’ detailed on their official documents such as their resident permit, entry clearance vignetter or biometric residence permit.

Eligibility for support

If you have no resource to public funds, you may be able to claim some benefits or temporary support if you meet the qualifying requirements.

We may be able to support you if you are:

• A family that is destitute (lacking in food, clothing or shelter), or at risk of being destitute
• A single adult with care needs
• A young person leaving care

How to apply

You can seek NPRF support for yourself, or refer somebody to us. 

After you get in touch with us, an assessment will be conducted to confirm whether you or the person/family you referred are eligible for support.

If you or someone you know are in immediate danger, call the police on 999. For non-emergency police enquiries call 101. 

Children and families

Families or practitioners can make a referral to our Single Point of Access (SPA) team to request support or report a concern about a child or young person. SPA provides a single point of access to the services that help keep children safe. Make a referral to SPA.

Please note SPA is not for general enquiries about services, school admissions, free school meals, school transport, freedom of information requests or services for children with special educational needs.

Adults

Adults or practitioners can make a referral to our Adult Social Care team. This team can provide information, support and guidance to adults with care and support needs, and those who look after them. Make a referral to the Adult Social Care team.

Domestic violence

If you are fleeing domestic violence, you may be entitled for support and to access benefits under the Domestic Violence Concession, if you came to the UK on a Partner or Spousal visa. However, this option is not open to all families and will be subject to an assessment.
