Article 4 Directions relating to Basements and Subterranean developments, which together cover the whole of the Borough.

Article 4 Direction related to flood hazard areas

On 28 February 2017, Richmond Council gave notice of the making of a non-immediate Article 4 Direction to remove the permitted development rights for subterranean developments in flood hazard areas.

The Direction relates to land within the administrative area of the Council that is at greatest flood hazard and as shown on the map forming part of the Direction.

The effect of the Direction is explained in the above Notice. In summary, it means that from 1 April 2018, planning permission is required for basement and subterranean developments within the flood hazard areas.

Article 4 Direction related to areas not affected by flood

On 28 February 2017, Richmond Council gave notice of the making of a non-immediate Article 4 Direction to remove the permitted development rights for subterranean developments in non-flood affected areas.

The Direction relates to the whole of the land within the administrative area of the Council as shown on the map forming part of the Direction other than those areas that are at greatest flood hazard (as these are subject to another Article 4 Direction as set out above).

The effect of the Direction is explained in the Notice. In summary, it means that from 1 April 2018, planning permission is required for basement developments in areas identified in the map forming part of the Direction.
