East Twickenham CPZ Review (Zone F)

We are carrying out a review of the East Twickenham CPZ in light of local development.

Background

We carried out a consultation as part of a review of the East Twickenham Controlled Parking Zone (CPZ), Zone F - see plan below. This consultation was undertaken primarily following the granting of planning permission of the Old Ryde House site in Richmond Road comprising the construction of a new Lidl Store and school.

Whilst occupiers or persons associated with this development will not be eligible for parking permits, it is appreciated that such developments can have a negative impact on the surrounding areas, for instance increasing the demand for parent/shopper parking. Funding has therefore been secured from the developer to carry out this review.

The current operational days/hours of Zone F are Monday to Friday, 10am to 4.30pm. We sought feedback on what days and hours the CPZ should operate in the future, including the option of extending it into the evenings and/or weekends. Any change to the existing operational days and hours of the CPZ could affect the cost of your permit.

The consultation began on 3 July and ended on Friday 13 September 2019.

Beresford Avenue

At the same time, we also consulted residents of Beresford Avenue and the adjacent uncontrolled section of Park Road to see if they would wish to join the zone.

Over the whole area, there was more support to retain the existing days Monday to Friday.

CPZ Extension into Beresford Avenue and/or uncontrolled section of Park Road

Support for the extension of the CPZ to the remaining uncontrolled section of Park Road but not to Beresford Avenue

Decision

To defer any extension of the operational times until after the new Lidl Store and school are open. The store was expected to be open from July and the school from September.

Key factors informing this decision were as follows: 

  • The imminence of the opening of the Lidl and school, that support for increased operational hours is in some roads and not others, residents’ requests to assess the impact on the area after the Lidl and school are open and a wish to keep on-street changes (i.e. signage) to a minimum.
  • Officers to carry out parking beat surveys and to review the parking bay layout in light of the demand for bike hangers and electrical charging points, ideally without net loss of residents’ spaces. The new Lidl Store and school are not expected to both be operating until September.
  • To carry out a further consultation with all properties within the zone once the outcome of the surveys is known.
  • To progress implementation of the extension of Zone F to the remaining uncontrolled section of Park Road and to re-consult residents of Beresford Avenue to provide one further opportunity to join the CPZ.
  • Dates for the parking beat surveys and further consultations in the zone to be confirmed at a later date by way of a further letter drop to all properties in the zone.
  • Decisions were made in consultation with ward councillors.
