The borough wide 20mph speed limit was fully implemented by March 2020.

A review of the impact has shown an overall positive reduction in average speed across the borough. This review was reported to the Transport and Air Quality Committee.

All roads in Richmond borough are now covered by 20mph except for:

  • The A316 and A205 which are part of the Transport for London Road Network (TLRN)
  • The A308, except between Hampton Court Way and Chestnut Avenue - Lower Sunbury Road
  • The A305 between Apex Corner and Sixth Cross Road

A further review is being undertaken in 2024 which will include a review of both speed and collision data now that we have three years of after data for comparison. The results of this will be reported to a future meeting of the Transport and Air Quality Services Committee.

We will continue to seek opportunities to reduce speeds on these roads and bring them into the borough wide 20mph where possible.

Enforcement

The enforcement of speed limits falls under the responsibility of the police. Any concerns regarding vehicles driving dangerously or in excess of the posted speed limit should be reported to the Metropolitan Police. Find contact details for your Local Safer Transport team.

Transport for London (TfL) are also working in partnership with the Met Police to set up a Community Roadwatch Scheme – a road safety initiative which aims to reduce speeding in residential areas. Find out more information and how to nominate your street.

Road safety cameras

The London Safety Camera Partnership together with the Metropolitan Police are responsible for making decisions on the deployment of safety cameras.

For a location to be considered, there must have been a specific number, type and severity of accident, within a distance of one kilometre, over the most recent three-year period, together with 20% of vehicles travelling above the speed limit. It must also be deemed that no other measures are suitable at the site.

TfL provides further information on road safety cameras.

Speed Indicator Devices (SIDs)

The use of SIDs is a proven means of encouraging slower speed. These signs indicate either a happy or unhappy face to an approaching driver dependent on their vehicle speed.

We currently have up to 30 signs which are moved around the borough to locations with known speed concerns.
