There are public toilets throughout the borough in libraries, parks and also local businesses. All toilets are free to use.

Community Toilet Scheme

We work together with local businesses to provide clean, accessible toilets for members of the public to use.

Toilets in the scheme are free to use during the premises' opening hours. You don't need to buy anything from the business. This is because we pay businesses to take part in the scheme, and this payment covers any costs.

Businesses have the right to refuse entry, but only in exceptional circumstances.

Participating businesses should display a sticker on their window or door.

Apply to join the scheme

If you are able to provide toilet facilities to the public, you may be able to join our Community Toilet Scheme.

To become part of the scheme you must:

• Provide facilities maintained to a good state of cleanliness
• Agree to refill reusable water bottles

Membership is not automatic. It depends on area need, types of facilities to be provided and other factors.

Payment is based on the number of days that toilet facilities are available to the public with a minimum payment of £800 and a maximum of £1,000 (plus VAT) per annum.

Radar National Key Scheme

This National Key Scheme (NKS) offers disabled people independent access to over 6,000 locked public toilets around the country.

Details of the scheme

Disability Rights UK handles all distribution of Radar keys(pdf, 953KB) for residents in Richmond upon Thames. The locked public toilets can be found in shopping centres, pubs, cafes, departments stores, bus and train stations, and many other locations across the country.

The cost of a Radar Key is £4.50.

If toilet facilities do not meet expected standards you should let us know. We may contact you for further information if you provide contact details.

If the toilet is part of the Community Toilet Scheme, we will contact the business on your behalf to raise the concerns.
