Pay an enforcement fixed penalty notice

Use this form to pay an enforcement fixed penalty notice.

Before you start

Fixed penalty notices can be issued for offences such as:

• Littering (including urinating on the street)
• Commercial Waste Duty of Care failure
• Dog fouling
• Abandoning a vehicle
• Skip related offences
• Selling/repairing vehicles on the highway
• Vehicle idling
• Antisocial behaviour in parks
• Breaching a Dog Control PSPO (2020)

Please note that apart from public urination, we are not responsible for any Police issued fixed penalty notices or driving offences.

Appealing

You are able to appeal against a fixed penalty notice in writing to both the Street Environment Enforcement Team and Parks Team.

When you can pay

Payments can usually be made two days after the notice was issued.

If the fixed penalty was issued over the weekend then the fixed penalty notice may take a few days to pass to us for processing. As stated on the fixed penalty notice, it will be made available for payment by the Wednesday following the weekend of issue.

Payment

Payment should be made by credit or debit card. Payments can be made online two days after FPN has been issued.

If you wish to use a postal or money order, these should be made payable to ‘London Borough of Richmond upon Thames’ and sent to either:

Cheques will not be accepted as a method of payment.

Non-payment

Most fixed penalty notices offer a 14 or 28 day period within which it must be paid. Some notices offer a discount for early payment.

Failure to pay the notice would result in the Council considering issuing legal proceedings for the original criminal offence. The maximum fine on conviction varies depending on the offence and ranges from £1000 to £5000.

You will need

• The unique fixed penalty notice reference (top right hand corner of the notice). If you do not have the reference, contact us to obtain it. Please ensure you enter the full reference which includes letters, numbers, and no spaces.
• Credit or debit card for payment.

What happens next

• You will receive an email confirming your payment and that no further action will be taken.
