About suspensions

A suspension is where a parking bay within a Controlled Parking Zone (CPZ) is temporarily removed from service and is 'reserved' for a specific purpose. Anybody can apply for a suspension, although there will be a charge.

If you need to park but in a non-specific bay, a yellow line, or on the footway (where allowed), visit parking dispensations.

Bays can be suspended and the suspension enforced at any time, even outside controlled hours.

A parking bay is approximately five metres long. A full set of adjacent bays can only be suspended for a whole day (not part of the day).

Types of bay

These bays can be suspended:

  • Resident permit bays
  • Business bays*
  • Car park bays*

*Applications will be assessed individually.

These bays can not be suspended:

  • Disabled parking bays
  • Doctor bays
  • Ambulance bays
  • Car Club bays

Application costs

All suspensions are charged at our standard administration fee of £140.70, plus a bay per day charge, which varies depending on what CPZ the bay is in. Suspensions for weddings qualify for a free period. For funerals, please contact our team directly at parkingsuspensions@richmond.gov.uk.

Weddings

You can apply for up to three bay suspensions free of charge for a wedding. This will be for a limited period. For more bays or longer periods our normal charges apply.

Utility companies

For utility companies we charge our standard administration fee, plus bay per day charges for Pay and Display bay suspensions (including car parks). All other suspensions are charged at £152.60 per seven days.

Where a suspension for more than eight parking bays is requested, we will need at least 10 days’ notice. Please note that any such requests may include an additional charge for the suspension as such requests will be dealt with by our sign shop.

Parking bay suspension charges apply seven days a week, regardless of the zonal controlled hours.

How to apply

You must give at least seven working days notice of a suspension.

By email

If you have trouble with this form, you can download our parking exemption postal application form(pdf, 31KB). Return your completed form to us by email parkingsuspensions@richmond.gov.uk or post 'Parking Permits, PO Box 466, Twickenham TW1 9JT'.

Payment

Payment will only be taken after we have confirmed your suspension and the cost. We will review your application and contact you to take payment by credit or debit card only (excluding American Express and Diners' Card).

You will be given a payment reference when your payment clears which you should make a note of in case of future queries. If you need a receipt then ask when you make payment. Your receipt will be emailed to the email address given on your application form.

Payment must be received before a suspension can be installed (where applicable).

After you apply

If your application is successful, we will contact you by email or writing to confirm the suspension. You must check the confirmation details, as any changes must be requested at least five working days before the suspension begins.

If the suspension goes ahead, a Civil Enforcement Officer will install at least one suspension sign as close as possible to the bay(s) to be suspended, three full days before the start of the suspension. The suspension sign will normally be attached to a signpost or lamp column. Where there is nowhere to attach the sign then alternative signage will be provided and you will be notified of the change.

Vehicle permission

The vehicles that are allowed to park in the suspended bay will be sent a dispensation notice, which must be displayed in the vehicle at all times during the suspension. You must call us on 020 8744 0462 to make arrangements for these vehicles, failure to do so could result in the issue of a Penalty Charge Notice (PCN).

We do not move vehicles, which are parked in a suspended parking bay without permission. If a vehicle remains parked in the suspended bay, you must report this to our contractor on 020 8744 0462.

Rejected applications

We reserve the right to reject an application if the proposed suspension does not conform to health and safety requirements, or will cause undue inconvenience to other road users or local residents.

When considering each application we will check:

  • The space(s) applied for are free on the day(s) required
  • Enough notice has been given
  • The location is appropriate

Refunds

We will not issue refunds on any suspensions, which have been correctly signposted and where the suspended bays were blocked by other motorists, skips, or other obstructions.

Cancellations

If you wish to cancel a suspension, you must let us know at least four working days before the suspension is due to begin. If you do not let us know within this time, we will not be able to refund any payment made.

Skips and building materials

Parking bays can be suspended for skips or building materials, but only if the applicant can provide a skip or building materials licence.
