Housing assessments are carried out to assess current and future housing need.
Local Housing Needs Assessment 2023
After the new Local Plan consultation (Regulation 18), and the release of the 2021 Census information, we commissioned Iceni to carry out an update to the Local Housing Needs Assessment 2021 (LHNA). The 2023 LHNA update should be read in conjunction with the LHNA 2021 report and will help inform the new Local Plan.

Strategic Housing Market Assessment 2016
The Council commissioned GL Hearn to undertake a Strategic Housing Market Assessment (SHMA) to inform the Local Plan Review. This evidence base provides a clear understanding of housing needs in the borough, including the objectively assessed need for market and affordable housing, and the needs for different types of homes and for different groups.
The draft report was published in June 2016, to inform the consultation on the draft Local Plan (Pre-publication). Note that this is a long report, and an executive summary is available at the beginning of the document.
The final report (pdf, 2.7 MB) is available to accompany the Local Plan Publication consultation. Most of the report continues to use 2014 data for the analysis, and where appropriate provides commentary on the 2015 position. Gypsy and Traveller Research
The research report (pdf, 8.6 MB) sets out the analysis of surveys of occupants on the existing site in the borough. Research was carried out in 2022 to understand existing and future needs. The report is also informed by previous research (report published June 2016) based on surveys from 2013 and 2015.
SW London Strategic Housing Market Assessment 2010
A Strategic Housing Market Assessment for the south-west sub-region (LB Croydon, RB Kingston upon Thames, LB Lambeth, LB Merton, LB Richmond upon Thames, LB Sutton and LB Wandsworth) was undertaken in 2009 and 2010, which explores current and future housing need, demand, supply and affordability; providing insight into the key drivers behind the housing market at a sub-regional level.
The final South West London Strategic Housing Market Assessment was published by the then South West London Housing Partnership.
Previous Local housing assessment 2007
The Planning and Housing Departments jointly commissioned Fordham Research to carry out a Housing Needs Assessment in the Borough in 2006.
