We have reviewed parking in the South Teddington area.

Background

We have consulted residents and businesses in the review area (pdf, 530 KB) on the possibility of extending the Teddington Controlled Parking Zone (CPZ) T (8.30 to 10.30am, Monday to Friday) into the area. This followed the receipt of a petition from residents in the northern section of Udney Park Road, approximately between High Street and Fullerton Court, asking for their road to be included in Zone T to alleviate parking difficulties.

We will also consider installing some ‘shopper’ bays near to the High Street to provide parking for those visiting local shops and businesses.

Consultation

The consultation took place in January 2018. All residents and businesses in the area shown on the map (pdf, 530 KB) were sent a letter and questionnaire (paper and online versions will be made available) asking for their views.

To satisfy the criteria for introducing a CPZ, consultation results must show that over 50% of the total households in an area within the consultation boundary are in favour. The results are considered over the whole area and also by section so, if there is support for an extension of Zone T in only a particular section of Udney Park Road, then we implement the CPZ only there. 

Results 

The results show:

  • Insufficient support (over 50% of the total households in favour) for the extension of the Teddington CPZ (T) over the entire consultation area.
  • Insufficient support (over 50% of the total households in favour) in Udney Park Road alone (the whole road) (35% in favour).
  • Sufficient support (over 50% of the total households in favour) in the northern section of Udney Park Road (From High Street up to, but not including, Fullerton Court and Braver Court).

Decision

The full results and the Cabinet Member decision to extend the Teddington CPZ (T Zone) into the section of Udney Park Road from (Teddington) High Street up to, but not including, Fullerton Court and Braver Court and adjacent section of High Street (Numbers 91 to 123, and 72 to 11a) are available on our issue details page.

Implementation

The start date for the T1 extension will be Monday 11 February 2019

All permits obtained will be charged for from Friday 1 March 2019. However, your permit will be valid and needs to be displayed from Monday 11 February 2019.

From Monday 11 February 2019 to Saturday 2 March 2019 any parking contraventions such as parking without a permit may result in warning notices being affixed to vehicles, but there will be no further action taken.

From Monday 4 March 2019, Penalty Charge Notices could be issued.

Christchurch Avenue and Station Road

We consulted residents in Christchurch Avenue in October 2017 on the possibility of increasing the hours of operation of the CPZ from 8.30 to 10.30am, Monday to Friday to 8.30am to 10pm, Monday to Saturday.  This followed receipt of a petition from residents of Christchurch Avenue reporting parking difficulties.

We also asked residents living in properties on the adjacent short section of Station Road (between High Street and Christchurch Avenue) whether they would like to see the operational hours of the permit bay outside Nos 3-9 Station Road increased.

Results

The consultation ended 10 November 2017. A summary of the results are as follows:

  • Of the 14 questionnaires delivered to households in Christchurch Avenue 10 were returned indicating their support for the increased times and days which represents 71%
  • Of the 5 questionnaires delivered to households in Station Road, 3 were returned indicating their support for the increased days and times which represents 60%.

Decision

The Cabinet Member’s decision was to increase the operational hours/days in Christchurch Avenue and the permit bay outside Nos 3-9 Station Road to 8.30am to 10pm, Monday to Saturday. A link to the decision and report is below:

Implementation

The new hours/days of operation came into force on 10 September 2018.
