In early August 2023, Transport for London (TfL) started essential works on the A316 near Richmond, on the bridge that carries traffic over the Overground and Underground railway lines.

This essential work has unfortunately caused heavy traffic throughout the local area on the A316 and neighbouring routes.

About the works

These works include vital structural repairs to the bridge deck beneath the roundabout, as a result of damage caused by historic Thames Water leaks and water infiltration in the central disc of the junction.

This work is being combined with highways improvements to minimise the impact of doing the two sets of work separately. Find out more about the works.

Timeframes

These works were originally scheduled for summer 2020, before the impact of the Covid-19 pandemic led to delays. The entire project is expected to be completed by Spring 2024.

The current traffic management is expected to be in place until mid December 2023. In the new year, bridge deck works will be completed and the junction will be able to return to operating a roundabout. From January further works will install improvements for pedestrians and resurface the road.

Sandycombe Road closure

To alleviate the heavy traffic, TfL is installing a closure on Sandycombe Road for vehicles travelling southbound, between Raleigh Road and the A316, starting on the evening of Friday 22 September. This decision has been made in discussion with us.

Vehicles will still be able to travel northbound on Sandycombe Road, between the A316 and Raleigh Road, via a one-way system. Entry to the BP Garage from the A316 will be unaffected, however exiting vehicles will be required to travel along the one-way system on Sandycombe Road, for safety reasons.

This should help to improve congestion through the area by increasing capacity through the junction for traffic on the A316, and also reduce the current traffic levels on residential roads.

Bus routes

The Route 110 bus southbound will not serve at bus stands south of The Avenue: Stop SP outside Raleigh Road, Stop SR near Gainsborough Road, Stop K outside Dudley Road and Stop L near Windsor Road.

TfL are exploring an appropriate diversion and will provide an update shortly. The northbound route will operate as normal.

Other measures

TfL have modified the signal timings on the temporary traffic signals, varying them by time of day, as well as implementing a wider signal strategy across the A316 corridor to mitigate delays in the area.

They are reviewing the existing working hours with their contractors to see whether extending them will help to reduce the amount of time the project will take overall.

What we are doing

We continue to press TfL to consider all solutions to manage the traffic flow through the area.

Air quality

Heavy traffic has a negative impact on air quality. If you must travel by car through this area, please consider turning your engine off while stationary and help us protect the health of those living in the area.

Have your say

On Thursday 28 September we hosted an online public meeting for anyone impacted by this issue to put their questions to TfL, and to us.

You can watch a recording of the meeting.
