Double yellow lines (waiting restrictions)
You must not stop or park where there are double yellow lines.
There may be exceptions, for example for quickly unloading or for Blue Badge holders, but you must check the signs before stopping.
Parking on double yellow lines
If you witness a vehicle parked on a double yellow line, you can contact Parking Enforcement who will send an officer to investigate and issue a PCN where applicable.

Requesting double yellow lines
You can request double yellow lines in areas where there are safety or access concerns.
Criteria for consideration
It is our policy to only progress requests that meet the following criteria:
- A history of personal injury collisions as a result of parked vehicles
- Emergency vehicle access concerns
Review process
Requests that meet either of the criteria will be reviewed. If it is decided to progress them further, there will be a statutory public consultation as part of the creation of a traffic management order.
The whole process from review to implementation can take up to six months.
Petitions
Locations that do not meet the criteria need to be supported by a petition/letter demonstrating majority support from those likely to be affected by new restrictions. Find out more about creating and submitting petitions.
The petition or letter will be shared with ward councillors before any decision is made on the way forward.
Handing in a petition does not guarantee that we will be able to do what you have asked, but it will prompt a review of the situation.
