Article 4 Directions relating to the change of use from office to residential.
Article 4 Direction – in effect since 1 October 2016
On 4 September 2015, Richmond Council gave Notice(pdf, 16KB) of the making of a non-immediate Article 4 to remove the permitted development rights for change of use from office to residential.
On 7 July 2016, Richmond Council confirmed the non-immediate Article 4 Direction to remove the permitted development rights for change of use from B1(a) offices to C3 residential. This Article 4 Direction came into effect on 1 October 2016.
The effect of the Direction is explained in the above Notice. In summary, it means that it is not possible to change the use of offices within the defined areas to residential uses without a grant of planning permission by the Council.

Article 4 Direction – in effect since 30 November 2014
The Council has had an Article 4 Direction in place since 30 November 2014 to remove permitted development rights to change from B1(a) offices to C3 residential.

Before they came into force, the Article 4 Directions were subject to a modification by the Secretary of State. The Notice of Modification is below.
The Direction has been in force since 30 November 2014. Permitted development rights for this type of development is withdrawn and planning permission is required to change use from B1 (a) offices to C3 residential.

Article 4 Directions in relation to the historic environment
The Council has a strong commitment to promote good quality new design and preserve the special interest, character and setting of the Borough as a whole. The Borough has nearly 1200 nationally Listed Buildings, 72 Conservation Areas and many Buildings of Townscape Merit which all contribute to the heritage of the Borough. Controls over the demolition of these important heritage buildings exist and at times, minor alterations which do not usually need planning permission but could affect the appearance of conservation areas are also controlled through the use of Article 4 Directions.
