How to appeal a Penalty Charge Notice
Before you appeal against a PCN you should view PCN details and evidence online.
PCN information is only available after 10am on the following working day. However, you can still pay your PCNÂ before this time using the online payment facility.
Do not pay for the PCN if you wish to appeal, as the case will be closed on the grounds of liability being accepted, and no further correspondence will be responded to.
There are four stages of our appeal process.
Please note that you cannot appeal a PCN via our web chat.
Informal challenge
You can make an informal challenge within 28 days of a PCN being issued.
Formal representation
You can make a formal representation if you have received a Notice to Owner (or Enforcement Notice).
Parking adjudicator
You can appeal to an independent adjudicator if a formal representation is rejected.
Moving traffic contraventions
Formal representations for moving traffic contraventions can only be made by the registered keeper of the vehicle upon receipt of a PCN.
