Tell us you are moving within the borough
If you are moving within the borough, you will be liable for Council Tax at your new address.
Before you start
This process is for setting up your Council Tax account with us. It also covers setting up certain discounts, Direct Debit payments, and ebilling as required.
Your details on the electoral register will not be updated, and you must ensure you do this separately. Visit GOV.UK to register to vote at your new address.
This form is for new owners or tenants only. Landlords and managing agents should complete the change of tenant form.
You will need
Ensure you have the following details ready:
- Address details
- Completion/tenancy start dates
- Moving dates
- Your bank details, if you wish to set up Direct Debit payments
If you have a Richmond Account, ensure you are logged in before you complete the form. If you do not have an account already, you can create one as part of your moving notification. An account allows you to manage your services easily online.

What happens next
Once you have submitted the form you will receive an email confirmation.
We will aim to create your account within 20 working days.
Next steps for moving residents
After completing the form, there are a few important steps you can take to make sure your services continue without interruption.
- Register to vote to ensure you are added to the electoral register at your new address
- Apply for a Council Tax reduction if you currently receive a reduction and are still eligible
- Apply for a parking permit if your new home is in a Controlled Parking Zone
- Apply for a School Street exemption if your new home is in a School Street and you need to drive during restricted times
- Apply for a traffic reduction scheme exemption if your new home is within the Burtons Road, Hill View Road, North Worple Way or Rivermeads schemes
