South West Twickenham Zone CR area parking zone

The South West Twickenham controlled parking zone (CPZ), Zone CR, came into operation on Monday 16 May 2022 following the decision made in January 2022 to implement this new scheme.

The introduction of this new CPZ, which operates 10am to 4.30pm on Monday to Friday, excluding public and bank holidays, follows extensive consultation in the area.

Consultation commenced following requests from residents of several roads in the area (including petitions from Trafalgar Road, Denmark Road and Fourth Cross Road) asking for a CPZ to be implemented to alleviate the difficulties residents face in finding a parking space near to their home which are due in part to the parking of vehicles by non-residents (all day commuters and/or short and long stay parking).

It is understood that many of these requests were made due to the displacement caused to uncontrolled roads by the implementation of two new CPZs, Zone WT (roads north of Twickenham Green/Staines Road) and Zone SH (Popes Avenue/ Wellesley Road area).

Nearby, an extension of existing Zones WT and a new sub-Zone (SH/WT) in the Second Cross Road and Meadway areas respectively were implemented in March 2020 following consultation.

The petitions were considered and the overall parking situation, this consultation covered the area as shown on the attached drawing in amber entitled South West Twickenham parking consultation area.

Consultation - June 2019

The consultation began on Friday 31 May 2019 and ended on Friday 28 June 2019 in the area shown above.

Residents and businesses were asked for their views on the present parking conditions including whether they would support a CPZ operating in their road. This could be a new CPZ or an extension of existing Zone Z5 which operates 8.30am to 6.30pm, Monday to Sunday.

Parking beat surveys

Officers base their recommendations on their own observations of parking conditions in the area. As an additional source of information, parking beat surveys are carried out by an external survey company. These are only expected to be a snapshot of the parking conditions to establish reasonable estimates of the numbers of vehicles parked belonging to residents, visitors and non-residents.

Results

The results show:

• The response rate and support for a CPZ over the whole area was 27% and 37% respectively
• The following roads realised a response rate of approximately 30% or more and over 50% of respondents are in favour of a CPZ: Bedford Road, Campbell Road, Denmark Road, Elmsleigh Road, Fifth Cross Road, Fourth Cross Road, Gothic Road, and Trafalgar Road.
• The majority of respondents from Brinsworth Close, and Brunswick Close showed over 50% support for a CPZ but with a lower response rate of 20%, and 21% respectively.
• The following roads did not show adequate support on their own for a CPZ but when added to the roads above, the total number in favour remained above 50% (with a response rate of 29%): Appleby Close, Norwood Close, Rutland Road, Woodbine Close, Staines Road, Churchview Road, Campbell Close, Belmont Road and Manor Road.
• Most respondents over all the whole area support Mon-Fri, 10am to noon.
• Most respondents in the above roads also support Mon-Fri but prefer longer hours, 10am to 4.30pm.

Decision

• Advertise Permanent Traffic Management Orders to propose the implementation of a new Controlled Parking Zone (operating Monday to Friday, 10am to 4.30pm) in the following roads: Bedford Road, Denmark Road, Elmsleigh Road, Fifth Cross Road, Fourth Cross Road, Gothic Road, and Trafalgar Road, Brinsworth Close and Campbell Road.
• Given their proximity to the above roads, and the possibility of displacement parking, it is recommended to also include the following roads in the new CPZ: Appleby Close, Brunswick Close, Norwood Close, Rutland Road, Woodbine Close, Churchview Road, Campbell Close, Belmont Road and Manor Road. • The adjacent section of Staines Road will be included to ensure that junctions are adequately protected and traffic flows maintained
• A CPZ will not be implemented in any of the other roads at this time given the lack of support and/or low response rate. All residents to be notified of the results and decision
• Ensure the design of the CPZ takes account of the effect which the CPZ could have on users of local amenities such as businesses and schools and considers the designation of visitor parking bays such as short stay bays to provide ‘turnover’ parking in the area

We invited your comments on the preliminary design. The consultation ended on Friday 9 October 2020.

Whilst the scope for alternative options is limited by regulations and the narrow roads/footways in the area, officers are currently going through the feedback received and reviewing the design to identify locations which can be changed and ones which cannot.

A virtual public meeting was held on 30 November, where residents and businesses were given the opportunity to discuss the design review of the CPZ.

Final design

We have tried to accommodate the feedback in the design as far as possible. Though some further minor amendments may be necessary, the design stage of the process is now complete.

Representations about the scheme

In June 2021, we advertised the scheme formally (via Traffic Management Orders) in all the roads in the original plans, including Belmont Road and Fourth Cross Road. This process invited representations, either in favour or against the scheme within 21 days, before a final decision would be made on the way forward.

A notice was advertised in the Richmond and Twickenham Times and London Gazette on 24 June. From this date until 16 July, representations could be made via the online survey form or by letter.

Decision to implement

All representations to the scheme were considered and a decision has been made to implement a new Controlled Parking Zone (CPZ) in this area to include all streets as advertised. There will be some minor amendments to the overall scheme layout to take account of any final requests/representations and final checks by officers.

The scheme came into operation on Monday 16 May 2022.
