How to use your North Kew event zone resident permit
Guidance to help you once you receive your North Kew event zone resident parking permit.
Subject to eligibility, one resident parking permit is required per vehicle to be parked within a Controlled Parking Zone (CPZ).
- A resident permit does not entitle more than one vehicle to park, irrespective of the number of vehicles owned.
- Each permit is specific for a particular vehicle.
- Permits are not transferable from one person to another; or from one vehicle to another.
- There is no limit on the number of permits held within a household, although there may be differences in price for subsequent permits.
If we receive your application on or before the 17th of the current month, the permit will be back-dated to the beginning of that month.
Permits applied for on or after the 18th of the month, will be forward-dated to the beginning of the following month.
- Application made on 15 May 2021; permit start date will be 1 May 2021.
- Application made on 19 May 2021; permit start date will be 1 June 2021.
When you receive your new permit, you will need to ensure it is displayed correctly. Failure to do so could result in the issue of a Penalty Charge Notice (PCN).
Each new permit will be issued with a protective cover. This should be affixed to the inside of your windscreen on the passenger side. The permit must always be displayed so that the details are clearly visible during zone operation times.
A permit is only required on specific event days as signposted on the zone entry signs. A list of these days can be found on our Kew event days.
You will need to display the permit in your vehicle during the zone operation times.
If you apply online for a new North Kew event zone resident parking permit, you will automatically be given a temporary parking dispensation for up to 21 days, while you wait for your permit to be delivered.
The temporary permit will be applied electronically to your vehicle, and will begin from 11am on the first working day, following the submission of your application. You not need to display anything in your vehicle until your receive your permit.
If you have applied by post or handed in your application at the Civic Centre, there is no temporary dispensation applied to your vehicle.
A permit will not reserve the holder a right to park in a specific parking bay.
A permit will enable the holder to park in any vacant on-street permit holder or shared use space within the event zone of issue between the hours displayed on signs at the entry points to the event zone, and in some cases, on signs adjacent to the parking bays, subject to any parking suspension that may occur. Parking places are not controlled outside of the zones restricted hours.
Resident parking permits are not valid in off-street car parks, pay and display bays, or in other zones except where otherwise stated by signs at the locations.
The Council regularly suspends bays from normal use for various reasons (for example, house moves). Any unauthorised vehicles found parked in a suspended bay may be liable for a Penalty Charge Notice (PCN). If your visitor's vehicle is to remain in the same bay for a number of days then you should check daily for any suspension notices.

If your vehicle is undergoing repairs and you have been given a courtesy car, please arrange for the courtesy car company/garage to email email@example.com with the following information:
- Make, model and registration number of courtesy car.
- Confirmation of your vehicle undergoing repairs.
- Estimated time of completion for your vehicle.
- Name and address of resident along with a contact telephone number.
We will then issue a virtual temporary dispensation on the courtesy car within 3 days of receiving the email from the courtesy car company/garage. This remains valid for up to a maximum period of 2 weeks. We can extend this dispensation if more time is needed; simply ask the garage to email us before the dispensation expires.
If you have linked your resident parking permit to your Richmond Account, we will send you a reminder email to renew your permit, at least one month before your permit expires.
If you do not have a Richmond Account, we will send you a reminder by post at least one month before your permit expires.
You must let us know about any change in circumstance, which may affect your permit application.
We may need to update your permit if you:
- Change vehicle
- Change address
- Change your name

If a permit is lost, stolen or damaged, the permit holder must notify us immediately using a Permit Change or Return form(pdf, 33KB). The permit will no longer be valid and anyone attempting to use the permit will be liable for a PCN. If requested, a new permit will be issued for the unused period of the original permit.
Refunds are available for permits, which have at least one full month remaining before the expiry date.
