Update your resident parking permit details
This guide explains how to change the name, address or vehicle details for your resident parking permit.
We will need to see proofs before we can process any changes. You can upload the relevant proof online.

Before you start
You will need to let us know as soon as possible about any changes you wish to make to your resident parking permit.
We will need to send you a new permit if you:
- Move to an address within another Controlled Parking Zone (CPZ)
- Change your vehicle
We will not need to send you a new permit if you:
- Move to an address within the same Controlled Parking Zone (CPZ)
- Change your name
If you have moved to an address outside of the borough you will need to cancel your current permit and get a refund.
Lost or stolen
A £10 admin fee will be charged if you are unable to produce a Voided permit. If you can provide a police crime reference number, the fee is waived. A lost and stolen permit form must be completed. The amended permit will then be issued, but only after the payment has been received.
Band A vehicles
If you change your vehicle from a non-band A vehicle to a Band A vehicle you will need to:

Charges
There will be no charge for the first permit issued on a change of vehicle within a 12 month period, and then £10 thereafter. If this is not your first reissue we will contact you to take payment when we receive your form.
What you will need
Before you update your details you will need to ensure you have:
- The relevant proof (details below);
- Your current permit number;
- Your vehicle registration number; and
- The vehicle registration number, colour and make of your new vehicle (only applies for change of vehicle details).

Accepted proofs of name
You can upload a scanned or digital copy of one of the following:
- Marriage Certificate
- Civil Partnership Certificate
- Deed Poll Certificate
Accepted proofs of address
If you have a Richmond Account, you can link your Council Tax account and use this to prove your address. You will need to know your Council Tax account number to do this, which can be found at the top of your Council Tax bill.
You can also upload a scanned or digital copy of one of the following:
- Current Council Tax bill
- Current driving licence
- Legal letter of completion (valid 3 months from move in)
- Tenancy agreement (valid 3 months from move in)
- Utility bill (dated within 3 months)
Accepted proofs of vehicle ownership
You can upload a scanned or digital copy of one of the following proofs:
- Vehicle Registration Document (include both sides)
- Motor insurance certificate
- Company car letter
- Vehicle hire or lease agreement
Accepted proofs of Band A vehicle
You can upload a scanned or digital copy of one of the following proofs:
- Vehicle Registration Document (include both sides)
- DVLA website printout
- Vehicle manufacturer handbook
Sending proofs by post
If you do not have access to a scanner or a digital camera, you can still apply online but you will need to post a copy of your proofs to: Parking Permits, PO Box 466, Twickenham TW1 9JT.
You must clearly mark all items with your online application reference number, which you will receive once you submit your online application.
Only send in copies of proofs as these will not be returned, they will be securely destroyed.
Submit your change of details form
You will need to complete the correct form depending on which details you wish to update:
- Change name details (pdf, 96 KB)
- Change address details (or download print version (pdf, 101 KB))
- Change vehicle details (or download print version (pdf, 101 KB))
What happens next
If we need to send you a new permit you should receive this by post within seven working days. If you have not received your permit after this time, you can contact us on 020 8891 1411 during office hours, or email parkingpermits@richmond.gov.uk. If we do not need to send you a new permit, you can continue to use your existing permit as normal, and we will update our records electronically.
Temporary dispensation
You will be given a temporary parking dispensation if you change your details online and have:
- Moved to an address within another Controlled Parking Zone (CPZ); or
- Changed your vehicle.
This will be for up to 7 days and will allow us time to deliver your new permit. This will be applied to your vehicle electronically, and will begin from 11am on the first working day, following the submission of your request.
If you make your request by post or in person, there is no temporary dispensation applied to your vehicle.
When you get your new permit
Each new permit will be issued with a protective cover. This should be affixed to the inside of your windscreen on the passenger side. The permit must always be displayed so that it is visible. Failure to do so could result in a Penalty Charge Notice.
