Apply for an operational parking permit
This permit is available for clergy, carers and non-carers who need to park within a specific zone to carry out their day-to-day duties.
Before you start
We request payment with your application to ensure that we can process successful applications as quickly as possible.
Should your application be refused we will let you know why. If you paid by cheque or postal order, these will not be cashed and will be destroyed securely.
Check your eligibility
To qualify for an operational parking permit, you must have a valid operational reason for parking within a Controlled Parking Zone (CPZ) during controlled hours, at a location other than your business or home address. Each application will be considered on an individual basis.
You can apply for one of the following:
- Clergy permit - for clergy or church worker, who requires parking provision, in order to carry out church duties;
- Carer permit - for carer of sick or elderly resident, who requires parking provision, in order to carry out caring duties*;
- Non-carer permit - for someone who requires parking provision, in order to carry out their day to day duties (for example nannies, cleaners or private workers).
*Including, but not limited to district nurse, health visitor, and social worker.
Permit types
You can either apply for transferable or vehicle specific permits. Transferable permits may be used on any vehicle. Vehicle specific permits may only be used on one single vehicle, which it is registered to.
If you have a Car Tax Band A vehicle, permits are discounted. However if you apply for a transferable Band A vehicle permit, this can only be used on Band A vehicles.
There is no limit to the number of operational parking permits you can apply for. However, we will assess your requirements and reserve the right to offer an alternative, if that is more suitable. Permits are valid for 12 months.
What you will need
Before you begin your application you will need to ensure you:
- are eligible and have read the legal guidance;
- have proof of employers address;
- have proof to show you either own, or are authorised to drive the vehicle (if applying for a vehicle specific permit)
- know the vehicle registration number, colour and make of the vehicle (if applying for a vehicle specific permit); and
- have the correct payment (cheque, postal order or BACS transfer).
Accepted proofs of employers address
You must include a copy of one of the following:
- Utility bill for employers address (dated within 3 months)
- Business rates bill for the current year
Accepted proofs of vehicle ownership
You must include a copy of one of the following if applying for a vehicle specific permit only:
- Vehicle Registration Document (include both sides)
- Motor insurance certificate
- Company car letter
- Vehicle hire or lease agreement
Accepted proofs of Band A vehicle
You must include a copy of one of the following if applying for a discounted Band A vehicle permit only:
- Vehicle Registration Document (include both sides)
- DVLA website printout (showing date of first registration and engine CO2 emissions)
- Vehicle manufacturer handbook
Submit your application and pay
To apply you will need to download and complete an application form and return along with your proofs to: Parking Permits, PO Box 466, Twickenham TW1 9JT. Only send in copies of proofs as these will not be returned, they will be securely destroyed.

Paying by cheque or postal order
Please make cheques or postal orders payable to ‘LBRuT’. Bounced cheques will invalidate any permit(s) issued and will incur a £10 administration fee.
Paying by bank transfer (BACS)
Make payment with reference 'Operational Parking' and your postcode to:

Receipt
Your permit letter will include a printed tear-off receipt.
What happens next
If your application is successful, you should receive your permit/s by post within 10 working days. If you have not received your permit/s after this time, you can contact us on 020 8891 1411 during office hours, or email parkingpermits@richmond.gov.uk.
When you get your new permit/s
